HTML5 draw game for mobile and Desktop

Im looking for someone to realize a HTML5 draw/paint game similar to "draw something". It needs to be scalable, save user´s pictures and have a great game performance, playable with wifi and 3g on smartphones. In addition it needs to be connected to our api.
We will provide full game documentation, graphics, sounds and expect you to to take care of:
- Scaling and optimization to different mobile resolutions and desktop without quality loss
- Programming (Frontend: Html5, Javascript / Backend: php, mysql)
Game will include: drawings with different colors, Users progress with XP/Coins/premium coins, email notifications, playing with friends, api to add new words, highscore, daily bonus, tasks, energy system and connection to our api to take care of social graph, payments etc,
- Provide admin panel to edit and add languages, handle user management and add new items and synchronized highscore
- guarantee maintainence and smooth working also with lots of users and requests.
