Add Features And Complete Project By Phases For Local Directory!

I am looking to fix a few issues and add features on a local business directory and review site.
I will be starting out with the fixes to get a feel for your work.
I have the design already created just need the programming which will be CodeIgniter, PHP/MySQL, Ajax and so on.
I have been scammed so much here on freelancer and have lost over $1300 on this plus all the time invested.
So, here are the payment arrangements of this project:
Full payment once the phase is fully completed and tested completely. (If you CANNOT agree to this then no need to bid)
Payment will be made once the fixes and features are 100% complete and tested from each phase, once it is fully completed and tested, I will create a milestone for the full amount and release it to you and you add the fixes or module to my site and make live.
Once fully completed a bonus will be given for fast work and quality. (I always give bonuses look at my reviews an ratings)
I have 38 perfect reviews, I always pay on time and give bonuses.
I selected the price range as I do not want under bidders or way out there bidders, so bid the exact cost to complete this project.
Please note, I will not accept outrageous bids.
Now, if you do great work and on time you will have the opportunity to stay on as head of programming and development and a monthly salary and possibly a percent of business income will be negotiated between us.
A contract will be written up and agreed and signed by both parties.
