Backend developer. Ruby on rails perferfect.

Now I' looking for full stack web developer .Specially it's good to be a Ruby on rails expert. We have finished web design but don't know to how it costs. So we will contract for long term and start project as soon as find proper developer. So we will have a test about a developer. And we need GitHub profile.
