Lower cost on big project will produce zero results. Please clarify why store data into db most challenge part. as I see most challenge here is OCR part. OCR could be done with many ways. all have cons and pros. 1. Best result have ABBY. but they have highest price per scanning 2. Microsoft Cognitive Service have also good results, but lower price. 3. Micosoft Office OCR have good results but tricky API and licencing tricky also 4. Microsoft UWP OCR free for use and good results, but works only on Windows 2016 Server/10 (but could be used on web-server side) 5. Tesseract. Free but quality of results and working badly (crashes)
