it must be done WITHOUT using wordpress or other cms like joomla and drupal but it's ok with very simple script and sure no problems with the free ones you have the right to use it in the clients sites all you need to do - admin panel to the site contain - feature to add/edit posts using editor like TinyMCE - feature to add/edit pages- feature to add/edit projects -contact details " phone - address - social links " - make the portfolio part in the home page bring the recent project in every projecty category - the site will be in two languages so it must be 1- when the visitor select language spicific css file aded one for english "LTR " and one for arabic "RTL" 2- you will make extra input in the edit to add the Arabic text so example when the adding new post the user will find a place to add the header in Arabic and input to add it in english and input for the content in Arabic and input to add the post content in english
