Build a CakePHP web application

I have a client that needs a web application built for his courier business in Denver, CO. Please note this is a company that is in the cannabis business in Colorado, so if that makes you uncomfortable, please do not respond. There are no legal concerns since my company does not handle cannabis product and are merely a service provider.
There will be twice weekly calls to review progress on the project. Code will be stored in a git repository set up by me. Hoping to have this done by the end of October at the latest, but as soon as possible is always best.
This application needs the following features:
1 - CakePHP application with a public section, an end user log in section, and a company user (admin) section
2 - Public users are able to get an automatic quote from the site by entering the pickup and dropoff addresses, with an estimated time of pickup and arrival, and the price
3 - Public users are able to request a pickup, CAPTCHA or email verification should be part of this process
4 - Public users are prompted to create a user on the application when they schedule a pickup
5 - Users are able to see a history of pickups that they have scheduled with their status
6 - A company user is able to login and see the list of all pickups requested, and can accept the request, and change status of each pickup as it goes through its life cycle
7 - A company user logs in and can manage drivers, manually assign pickups/dropoffs, and print driver itineraries
8 - A company driver is able to log in and see his/her itinerary for the day, and change status of each requested item as they are completed
9 - The application allows for payments to be made by credit card and automatically deposited to your bank account, and updates the system with status
10 - Payment information/accounting information is updated to Quickbooks through their API
11 - The system dynamically creates a list of deliveries for a driver, based on the geography of the pickup location and the dropoff location
