Build A Fully Functional Payment Gateway

We are looking to build a payment gateway similar to NMI. Here are the basic functions:
- A user (merchant) can embed a form on their site to collect credit card/customer data.
- The card data is tokenized, and processed through VISA/Mastercard/AMEX networks.
- Proper response (approved/denied/reasons) are posted to the merchant site/form.
- A basic API to allow users (merchants) to post data back and forth to their shopping cart if needed.
A good example is NMI.
You MUST have background in payment processing and have worked on gateways before. This is not an amateur/experimental task and requires high standards of code and project management.
Ideally looking to build in PHP 7 and js.
This is a type of project that will have ongoing development over time as well. We will also need the code base and structure to be easy for other dev teams to pick up on and develop with as it will likely be expanded upon down the road. As noted in the project, some background in payment processing is absolutely essential
