Build an LMS platform similar to talentlms.com

Looking for someone to build an LMS that we can dispatch SCORM compliant files to and give us a platform that our clients can access and manage learners. An example of what we're looking for is [login to view URL], but we want to host the interface ourselves TalentLMS has many of the features we need, but is lacking in one important feature - the ability to lock our own coursework so individual branch admins can't change, update, add to or delete files from the courses. The ideal platform must take into account that we create courses in Articulate's Storyline3, export in SCORM, and need to make them available to our client's who then make them available to their learners. We want clients to be able to add their own courses, files and videos, to make them available to their own learners, but not to everyone else.
