complete the site build project

The previously appointed freelancer was struck down in a bike accident and cannot complete the original task of building the site.
What needs to be completed -
1. i need final functionality of the site completed with a couple of pages yet to be created. All screenshots, briefs and guidelines have been prepared for the project co-ordinator to complete the site. A previous site does exist which offers some guidance and ideas for page and site development.
2. The product list of gemstones to be sold and, product descriptions require uploading etc with this vastly improved new site professionally ready for the consumer.
3. The new site is to replace the redirection site found at [login to view URL] under the wholesale gem traders tab. Currently it can be seen in green. The new site which has thus far been created, is to replace this existing site [login to view URL] (which is
[login to view URL] ). This still purely exists as a template guide for the freelancer to extract ideas from for the final new site development
4. All multimedia sites are to be linked and functional on the site landing page [login to view URL]
I require proof of past achievements. As this product field is quite specialised, knowledge in this area will be an advantage as well as your input of creativity to the development.
The site is effectively both an auction site and direct purchase site. There needs to be a link to enable advertising on the site which means that a submission needs to be able to be made with uploads. Each page must be a functioning page. This will be elaborated on for the successful applicant. All briefs, advertising categories, icons etc have already been created.
we had a problem whereby 12 months ago, a job to tidy up the site was given to a freelancer however, when we declined his push for a rebuild at the time, he placed a bug in the system which took 12 months to discover and remove which makes us cautious second time round.
