Build SSO oauth login/callback and role provisioning for Laravel apps

Need fullstack developer to set up 4 separate laravel saas apps(APP1, APP2) with similar architecture to SSO login each against 3 Oauth id providers each with role provisioning on callback.
a) Super admin will hard code authorization, token, resource end points, client id, client secret in each APP. The log in page will show three links to SSO login. When customer(saas subscriber) logs in through SSO he is redirected to custom oauth server. After authentication goes back to callback page with scopes profile, email and role - if the user already exists in system, the role(subscription level) is validated and updated. If user is not present in APP1, if his role returned through oauth token is within a certain group, the user is created and role is updated in APP1. If the account was created from a duplicate SSO/id provider source, an error message wil be thrwon.
b) Help create uniform front end for all the laravel apps based on provided template.
