Change menu in desktop and mobile on WordPress theme

I'm looking for developer who can change the behaviour of my WordPress theme. Currently when hovering above menu it expends, when submenus are hovered they also expand but cannot be clicked. On mobile I want it to expand when clicked on the icon on the side and open when clicked on.
