Complete the design and create a fully functioning dynamic Rental website

Need not work from scratch. It's the RENTAL/SALES WEBSITE built with ruby on rails that's pending completion. Need the completion of the design and create a fully functioning website. Backend database must be dynamically queried and filtering for price range (lowest for example), area (nearest location), rental specs, scheduling, booking, payment (integrated with Paypal, CC, and other options) must be fully integrated. Build a fully functioning website with application that has both the ability to communicate with a database, control routing / URL's within the site, and dynamically build HTML files to show to the user like an MVC framework (Model/View/Controller). Looking for a seasoned developer that has done this many times before and is able to complete this project ASAP. Please only bid if you have such experience and have a good level of successful completions. Software requirements including but NOT LIMITED to Ruby, Javascript/Node.js, Java, Scala, C, C++, etc. I will provide two websites that I have identified as a good example of the full functionality I am looking to implement. Once we are in correspondence, I will provide details. The following will show the level of technical requirements: 1. available rentals search with google map/location enabled with the company icon or the price, shown in area on a dynamic map (search as you move the map functionality like google business search) 2. Website has two form of customers. a.) the owners and b.) those that rent from the owners 3. Both form of customers must register and create a profile from the same interface, but can switch to owner or the renter profile 4. verification of potential customers email address, phone and others in practice 5. The step-by-step pop-up forms for listing by owner, and the general and advance search feature by the renter 6. upload area of profile, pictures, passport and other due diligence documentation; 7. The uploaded due diligence information should be only available to the administrative staff, the profile owner and to the person renting and only AFTER the payment has been made. 8. Proper messaging/inbox interface that will be held as a platform for the communication between the owner and the renter after making the payment 9. Work side-by-side with the android & iOs app developers 10. Highest level of website security. Since personal documentation is uploaded the website must be hack proof. 11.
