Convert python administration to cakephp 2.5

I am looking someone to work on a project already started. Currently it's working using an administration area coded using python+flask , running on a linux vps AND a python+selenium system running on a windows VPS. This system is grabbing details to work on from the administration area through API. This system is performing actions on a social network. This is one project to work on. There is another project pretty similar to this one using same languages. My timezone is EST (GMT-6) and I need to be able to communicate through microphone with the developer who will be selected for this monthly project. I need a developer who can work several hours per week and stay in touch with him on the long term as I waste time to reexplain the project every time to each developer who worked on this project in the past.
