Create Additional WordPress Sorting Criteria To Plugin

This is a straightforward job for the right developer. Most the function already exist in which I want to create. The plugin creates these custom post types: List = [login to view URL] List item: [login to view URL] A list is made up of different list items. Currently, the plugin allows users to rank list items by giving a vote up or down when on a list page. See here: [login to view URL] -you can vote up and down the list items -if you refresh the page after the order of the list will change (Please note list items can not go above list items marked as featured because those items are promoted.) Now you have seen the vote up and down calculation. Here is my problem: Not everyone will click on the vote up or down button So if someone doesn't interact with the vote button but then clicks on a list item. I want the list item they clicked on to get 0.5 of a vote up. For example when any user open any link of list item then increase vote 0.5 eg. [login to view URL] open this link then add 0.5 or if they click the Download button then also increase BUT The clicks count should get refresh after 7 days so that when new list items are added, they stand a decent chance of going to the top. Otherwise, list items that had been on the list for a long time that gots lots of votes would almost never move down. When the clicks tracked refreshes, the list items would keep the position they ended with after the 7days period. Then the cycle starts again. For example: Start of a 7days - (This is the list order when we first implement the new function) list item a list item b list item c list item d list item e During to the End of the 7days - (during the 7 days data is collected to help rearrange the list items) list item d list item e list item c list item a list item b Start of a New 7days - (the list items start where it ended, but the clicks counts get refresh so that the list items can move around fairly. But Also that it still shows the most popular list items if no one ever interacts with the list items during this 7days) list item d list item e list item c list item a list item b Please start your proposal with the name of any shape so that I know that you have read this.
