Create and Build an application like Ketarin + Admin website/db

It's important you do this first before making a proposal, so you don't ask me questions that you would already know if you visited the above website. I use this application and as you will read on the site and using the application, when it comes to setting up an application to download, if there website has no direct link to the file it usually has a link that will expire after a time limit or x amount of times once downloaded. One of the features that Ketarin offers is the ability to use variables, even though this is somewhat confusing, I would like to extend that area and see if I can make it easier to link to files rather than using variables. There are plenty of applications that link to downloaded files which aren't direct links. If I can overcome this within this software, I would like to achieve this. Ketarin uses SQlite to maintain the information of the applications, I would like to extend beyond this and maybe eliminate this and see if there is an alternative. **This part is not so important** I would like to introduce the option of registering the application which will also be connected to a domain. If a user registers, then maybe unlock some additional tools within the application, not sure which tools, but something we can work on. There will probably be more information that needs to be added to this, but the main focus for you is to read the website, download the software, use it, understand how it works, then offer your proposal.
