Hi. I've been using Python professionally for the last 5 years and have been working lately doing web scraping projects. I have a good understanding of the libraries and tools involved as well as potential issues faced when scraping. I understand that you're looking for a tool that can scrape selectively when a user (or group of interesting users) is specified. Using libraries as Requests and Beautiful Soup the scraping will not be difficult, while using Pandas the data could be organised/sorted in different ways and exported in an appropriate format that would work with other tools you use. Depending on what you'd prefer I'd be happy to build it as a Python package application you could install on a machine or have it run in a Docker container making it very easy to transport / execute on servers running a Docker service.

Hello, recently I've developed web scraper for my bacc. thesis so I'm fairly confident I can deliver on this project. I propose following technology stack for your project: 1.) Node.js + Puppeteer (for scraping) 2.) Redis (if there is need to run multiple scrapers concurrently and to be able to resume scraping session efficiently) 3.) Docker (to give you ability to painlessly start application with one simple command in multiple environments) Regarding persistence layer I have experience working with relational databases as well as MongoDB. I haven't been able to tell from description do you need GUI as well? I'm full stack web developer so if there is such need I can develop you front end client using React or Angular as well.
