Expert Web and App Developer

I have a calculator made in excel that helps people plan a diet, plan an exercise program, and calculates how much food they need to meet the goals (3 sheets, lots of formulas, looks nice). I need an expert to tell me at a low level (all steps), in bullet points, what the steps are in order to get this from excel to an app on the app store for Samsung. I also need to be told an estimate of the cost of each step if I was to hire someone, and also how long to expect for each step. I need the exact same thing explained for making this excel into a website where users can access it with a password and username. Example of what I want: (it is only an example - please ensure you can provide this level of detail and not miss any small steps. Imagine you are explaining this to a 10 yr old, don't assume some of the steps are known just because they are simple to you) Step A - take the formulas from excel and put them in programming language A - Skills needed = X Y Z programming - software required to do this, and where is this software available - Cost for this step should be ???GBP - Time for this step should be ??? - where could one learn these skills, what courses and websites? (your difficulty rating) - any great extra info gets you a bonus of 10GBP for the project (I will be fair and honest, I respect great work, I promise I will reward great extra info I have not thought about) Please only bid if you are an expert and have done this work before, for both app and website. The budget is 30GBP + 10GBP bonus, as this is just going to be a word document with bullet points and no actual development.
