Fix website, repair database, fix cron job malfunction, fix data upload malfunction

I have an established website and a database (Performance Reporter) that are currently in need of repair. Until recently, they were both functioning properly for approximately 10+ years. The website and database are run on PHP 5.5, SMARTY and MySQL. The goal of the programmer is to debug and fix the following 3 items: 1. The cron job that is running on my server every 10 minutes is not executing the command: lynx -dump [login to view URL] The programmer should be able to edit cron settings via cPanel. Alternatively, he or she can run this command on my server to edit it: crontab -e The job basically calls the URL, which triggers an import of newly uploaded test data scores to the Performance Reporter database every 10 minutes. 2. Test data scores can no longer be uploaded to the designated web folder (for cron job). The test data scores upload is performed using ftp but it seems that something on the server end is not allowing (blocking) the upload to go through. 3. Replace all Flash animation graphics (approximately 4 such graphics) on the website with non Flash animation (i.e., using JavaScript animation or CSS transition code).
