GIMP SCRIPT - simple RGB -- 2

simple GIMP SCRIPT needed inputs: 1. image jpg 2. input numeric value for channel red 0-255 (each pixel is actualz reg-green-blue value, each 0-255) 3. input numeric value for channel green 0-255 4. input numeric value for channel blue 0-255 5. input numeric value DELTA 6. output folder OUTPUTFOLDER 7. output filename should be the same as original picture functions to do: 1- open input as new picture 2- create new layer LAYER2 3- for all pixels go through and if pixel value RGB is same what we inputed that it should draw that pixel on LAYER2 with red channel plus DELTA, green channel plus DELTA, blue channel plus DELTA 4-then it should save picture in folder OUTPUTFOLDER just go step by step it must be python script, and needed is commandline command how to do run this command through commandline
