Help with Magento 2.3 migration

Hi, We're looking for someone who can help with some parts Magento migration from 1.9 to 2.3. Here's where we require the help: 1. Shipping Method: - If the order is above 300 INR and if the user's PIN code is from Maharashtra (state) then shipping would be free otherwise 50 INR would be charged as shipping fee. - If the order is of above 300 INR and user's PIN code is from Maharashtra (state), then Cash On Delivery option should be turned on. - If the order is from out of Maharashtra (state), then shipping cost would be as per the order weight. 2. Download Sample content: - On the product detail page, the user should get an option to 'Download Sample Content' and/or 'Download Solution' button. By clicking this button, the user can fill a form & after successfully filling the form he'll be directed to a PDF. If the user is logged in, then he/she has to fill the form only once. Guest user has to fill the form every time. (Example URL - [login to view URL]) 3. One Page Checkout: - The user should be able to check out in one page itself. All the validation should happen on that single page itself including shipping charges mentioned in point 1. (Example URL - [login to view URL])
