Instagram Scrapping Analytics Software

I own an Instagram page that reposts viral content. This software will try to find the best posts to use on my Instagram, it will do so by:
It will scrap information of new posts off of list of instagram users. The information will be automatically scrapped after the post has been up for a certain amount of time (ex. 3 hours). It will scrap the amount of views, likes, post url, and the video/picture.
All the information will be organized by username. If a post does particularly well for a username and performs above a threshold (ex. got 5 times the average amount of views for that user) then the post will be exported to me so I can review the post and see if I want to post it on my account.
Looking for a freelancer that is easy to work with, and can help customize and change the program at any time down the road to fit my needs.
IMPORTANT NOTE: 90% of the front-end is completed. I had a previous freelancer who attempted to complete this project but was not able to. Need VERY EXPERIENCED worker who is confident they can complete in a good time. This is not an easy project.
