ionic app creation with nodejs APIs!

I want to create a local vendor service marketplace similar like UrbanClap.
In the market, complete readymade solutions are not less than $1499 and also hard to customize, but I found below nice and cheap theme for that -

For now, phase 1 I want a developer to quote for below things -
1. Create nodeJS APIs to make this application dynamic
2. An admin panel from where I can put that dynamic data ( you can create admin panel in any language you want, there is no issue of UI/ UX, I just need basic functionality to be done here )
3. For now (Phase 1) any order made by the user, just save that in DB and send an email to admin and customer for that purchase.
