iPhone Accountability app

How would it be if an Notification will have issued to user whenever any person has been added from other devices. I am not telling that they can see the added person infos through notification as user will be annoying if notification comes very frequently, but they should see how many users has been added after a certain time of interval. So they will get the news and can refresh the screen to show more persons in the list. The scope of this work will be Server sends notification to all user's devices as soon as any person is added. But app can shows them after a certain time of interval by handled internally. Pardon me if I am not on the right track. We will use native Swift 4.0 to develop iOS app and Android studio V3.0 for android app. I understand there will be a very need of Web-end?. So can you please let us know what would be the effective language for you to develop the web-end. Php/.net/Java?. Everything does functional for us too. Query: ■Only Admin can add user to access the app? and there will be no login feature in app? pls clarify. ■How do the user know their app credential? After added in server Admin can send a mail/SMS to them with details? pls clarify ■There will be a Refresh button on that screen to get updated feed from web? or it will be a real time updation? Pls confirm ■Name color should be automatically refreshed back to red every midnight according to the user Timezone. right?
