Javascript in EXIF JPEG Headers

Hi! I need to use a webshell to obfiscate a few lines of javascript in a jpeg image EXIF header, and have the javascript execute when the image is loaded as part of a webpage, one which I would not own or have control over. This is going to be fairly technically advanced to make it all work properly. The end result will be a .jpg image that contains javascript code in the EXIF header that will execute and run when loaded. I know this can be done, the question is, can you do it? I will include a few .txt files and urls that pertain to this and how to do it, I strongly recommend that you look at them! This project is a proof of concept piece. It is essential that the javascript run when the webpage it is on loads, and that the image be recognized as legitimate, passing upload verification checks. Budget is 250. Thanks!
