Joomla Designer need for partnership

Candidate need to know: - create any kind of website (html/css/js) - how to create joomla templates from zero - great with CSS - know javascript - Create retina ready joomla templates - create pixel perfect PSD to Joomla template A plus is the candidate know other CMS (Wordpress) or frameworks.
