MySQL live response Native or Hybrid Android/Web App

Need an application (Web-based mobile responsive or hybrid android/web responsive) to update a MySQL DB with <200K records. What the application requires is to update and have live feedback response of updates between its users. There will be 5 kind of users: - Administrators - Supervisors - Callers - Walkers - Poll Workers Administrators: Full DB control, creation of users etc. (Also unlock records... see below) Supervisors: Partial defined DB control. Callers: Will only be able to read information pertaining to making calls (Name, Address, Phone numbers, etc) When a caller is on a call, the same record should be locked to the other callers. When the caller finish the call, it will have to assign a response to that record (not available, positive response, already voted, need assistance, etc). Some of the chosen options may unlock the record again for calling back at a later time (i.e: the person did not pick up the phone or was not available.) which means back into call queue or stay locked (if a positive response selection was recorded and no need for a call back is required) Walkers: These users will physically go to a location (In case a phone number is not accurate, missing or not responsive.) Walkers will visit locations from records compiled from an administrator (Routes). When a walker is at a location on a route, the record should be moved from callers queue. Callers should be able to know a walker is at that location (To avoid calling while a walker is at the door) Walkers will be able to live update a record at the location taking them out of the callers queue or locking them (if necessary, so that callers do not call the same person after was just visited) Poll Workers: Will be able to close a record. When they verify each record, it will be taken out of the callers and walkers list view. (No need to be called or visited). Only admins will be able to see the full transitions of the records and reactivate if necessary. Additional: The admins or supervisors (If allowed) should be able to live geolocate all users (Individually or in a group: callers, walkers, poll workers). The administrators should be able to create walking routes using addresses from the DB. Geolocation sample code sample will be provided and just need to be tailored to the custom needs. A full log of each user should be recorded (Login, Logout, what record was updated, etc) PLEASE ABSTAIN OF POSTING YOUR BID IF THERE IS NO UNDERSTANDING OF THE SCOPE OF THE PROJECT.
