Need Simple Tool Created, Web Upload, API call, Export to Excel Combined Data

Hello, I'm in need of a very simple tool to be created. It will most likely need housed on a webserver so multiple people can use it. I basically need the ability to upload an excel file, or comma delineated file, take the name and addresses, validate them against an API to collect the phone number information, and combine both files to be exported out of the system. Requirements: 1. Secured with username and password. Profile driven will be best, but not required. 2. Home screen will be simple. Allow an upload of a file either excel or comma delineated. 3. Option to name file for out put. 4. The existing file will have Name and Address. This file will need run against an API to collect an alternate name if exists, and phone numbers. The files will be small. No more than a 1000 records. 5. Will need the ability to store the new exported file in DB, and also export the new file upon completion. 6. Need to identify API for phone number lookup. Similar to the results in truepeoplesearch.com. May have to use paid service if free does not exist. Open to suggestions as long as the success rate is high. 7. If different name exists than existing file upload, new record should be created in file with additional name added. 8. This will not be a scheduled batch. It will be on demand per file uploaded. Open to suggestions on how to complete this work. Thank you!
