Phase 1 / Web Based Confidence Game

I am looking for a phased build out of an mobile project I have wanted to make for many years. It is finally time to get it done. This phase will all be web based in order to ensure the backend database is built out correctly. Once we are both happy I want to move the front end to a mobile app (the next phase of this project). I am looking for a someone to partner with me in my vision. We are building out a trivia game that has three main areas: 1) Database Back End to collect/Store Data -User Accounts -Questions / Answers / Source / Grade 2) A page for users to Submit/Review Questions and Answers 3) A page for users to Answer & Grade Questions / Play Trivia Game 4) A dashboard of questions I want to give the developer full access to Table / Website development directly on a new site.
