Set up JAVA (.jsp) locally in XAMPP and 2 java tasks (adult content)

The first job is to set up my java website onto my local machine, i can't get it working. I want to use XAMPP with Tomcat. Then when a user signs in, IF they have 0 credits they are taken to the credit page automatically. They are to be taken to the credit page when they sign up also. Please note this is ADULT CONTENT so you must be fine with working on such.
