I want to develop a php website for my idea

Hello i want to develop a franchise related website with php. It will include some unique custom functionalities and design. We have small services based businesss in india, where we provide service like adhaar card registration, pan card registration, printing, posters, Gst registration, company registration , bill payment etc small size services that normal indian citizen face in everyday to day life. And my idea is to develop multivendor website where people across a specific location could become our vendors/franchisors of these services to their area of living. People will register on our website to become franchisor, and then they will provide these services to their area of location and these our vendors/franchisors people will get commission. So there should be a vendor portal where vendors can see their account information and their details. And order any product and service which our company sell, our vendors will place orders on the behalf of the customers they will meet and place order on our website for the customer and things will get delivered to the customer directly. Our vendors will get commission and there is also one thing more that, when someone will get aware of our website after interacting with vendors then whenever in the future if customer will place any order then vendor will get commission due to database we will have for ex - If someone purchase after going through our vendor/franchisor's then our franchisor will also get commission due to our database of linking that customer mobile number with that vendor, and our vendor will get lifetime commission because our vendor intoruduced our website to the that customer first. The website no more complex then building this multi vendor functionality, commission system and statistics and basic functionalities to place order, pay online, delivery integration. And some standard information, product/service detail, about us and contact us pages, admin portal etc.
