whatsaap broadcasted marketing

i need a broadcasting application for marketing over whats aap . where i could be able to create group for each of my products . and should have these features as listed. 1) Registeration Widget for consent from whatsapp customer to recieve messages 2) Also Sending keyword like subscribe / join or unsubscribe / unjoin should work and add customers to respected groups 3) should automatically create whats broadcast group with 250 each for each product like books1, books2, books3 and for another product recipies1, recipies2, recipies3 4) when i send messages to books it should send to all groups of books like, books1, book2, books3 5) also should be able get reports like messages read. 6) also should be able filter contacts who are not reading messages from past one month and i have not got any Api from whatsaap so kindly use different one . my budget is 10000 inr and i will process this money as i get the demo of the application built .
