Woocommerce & Dokan Plugin Customization -- 2

I am currently using the Woocommerce and Dokan plugin ([login to view URL]) to run an online marketplace, but it does not have all of the features I need. I don't want to disturb any core code in any plugins hence I would prefer to create an integration plugin to serve that integration with Dokan and Woocommerce.
1. CHECKOUT LIMIT FOR DOKAN
* Limit the products in the cart- and checkout-page to products of just one seller
* Limit the virtual products in the cart- and checkout-page to virtual products of just one seller
* Limit the physical products in the cart- and checkout-page to physical products of just one seller
2. DOKAN SELLER OWN PAYMENT METHOD
* Seller can set their own payment method (Offline: Bank-in, Cheque etc & Online: PayPal)
* Marketplace admin can set marketplace standard payment via available woocommerce payment gateway.
* Withdrawal feature for seller only available if admin set merketplace payment gateway ON.
* Withdrawal feature for seller will not be available if admin set merketplace payment gateway OFF.
3. EXTRA FEES SETTING
* Marketplace admin can seperate Shipping and Tax fees to seller or admin
* Shipping fee for seller or admin option
* Tax fee for seller or admin option
4. SELLER STORE EXTRA TABS & LAYOUT
* seller can add extra info tabs which include WYSIWYG editor from seller's dashboard.
* Seller can add shortcode in tab to view/highlight products of selected category from seller's dashboard.
* Seller can hide/unhide existing tabs in their store page from seller's dashboard.
* seller can set to hide/unhide marketplace header and footer from seller's dashboard.
* seller can set their store width from seller's dashboard.
All this feature need to be in 4 different plugins. Budget is STRICTLY between USD$100-USD$200.
