WordPress - Convert website into WordPress site

I'm looking for a developer that can help me move a website into WordPress.
The website is currently in a closed-source CMS that we do not have access to the developers anymore.
We would like the site - design and content - moved 1:1 into WordPress.

Requirements for the final WordPress website:
1) Must use a stable parent theme* and have this site as a child theme
2) Must be mobile friendly
3) All current design elements (text areas, boxes, contact forms, floating items) must work in WordPress and be edit-able.
4) Make it structured and easy to work with
All the content needs to be manually moved into the new site.
*) on a lot of other projects we have used DIVI as the parent theme. It's a plus if you can create this project using Divi, however, it's not a requirement.
