Write VB program(s) to interface between PHP and Soap Service

* Our Customer Service Center is extensive and written in PHP. PHP can handle
* most of our requirement to get and create information on
* SERVICE (see definition below). SERVICE, however, can not
* support PHP request for updates to existing data.
* Our proposed solution is to have you create a VBNET (or VB) interface between
* our programs and SERVICE's interface.
* Rather than consume by two routes, WE will eventually replace the current
* PHP soap calls by additional VB interface. ie. WE anticipate
* expanding the programs written for this project.
* WE do not have Visual packages available to us. WE instead intend to maintain
* VB provided by YOU by testing at test account at HostGator
* using FTP to modify the ~~.vb files and FTP the changes
* to the production server. ie NO DLL
* WE have the test HostGator account set up and would require that you
* test there before you turn over results to us.

* Sample 1, 2, 3 and 4 together are 231 lines of code. Your code will likely
* be not more that 300 - 400 lines many of which are
* duplicates and most of which are cut and paste from
* the samples.
* A PHP program to test your VB programs is provided. The PHP test program supplies
* specific data base information because the tests are
* UPDATES to data already in the data base.
* The data base you will work with is a TEST DATA BASE. You need not worry about
* production data.
