PowerApps model driven app

Would like to build a proof of concept PowerApps model driven app for an employee onboarding system. Submit an onboarding request for a new employee, with list of inf (such as name, birth, address, etc), and various IT items (such as computer, phone, access card, etc), then sent to HR for processing and creation of payroll creation, then send to IT for creating IT access (creation of username and password). Then the manager to go through onboarding checklist. Manager also to have visibility of where the process is and there is time limit on each stage in the process. Salary information to be sensitive. The aim is to build the above proof of concept in PowerApps model driven apps with business process flow, assuming there is no integration required with external systems.
