Program a minimalistic webcam viewer for Rasberry Pi Zero V1.3

I would like a small program that will execute during bootup and will output video captured from a uvc device plugged in to the Pi's usb port through HDMI. This would be the Pi's only purpose, so there is no need for included functionality beyond that point. Recording either video or pictures is not wanted and there is no need for a gui or adjustable settings. Emphasis should be placed on how quickly the program can begin running, and maintaining a consistent framerate of 30 fps at a maximum resolution of 960x544. I will provide a link to a reddit post that can provide more details of the intended application.

This is the first part of what may become a 4-part project, this being the software portion. In the interest of clarity, I will not list the other projects here. However, further information pertaining to the specifics of my use case and further projects relating to this one can be provided to any interested.
