Looking for Python image processing specialist

We're a post-production studio for the motion picture industry, and we're looking for someone who can help us figure out how to design a few custom tools to use in our image processing pipeline. We have some basic ideas for how to achieve these tools using python, but are struggling with putting it all together, and figuring out how to use the programs. Hopefully we can find someone who can help us! In more detail, what we're looking to do is find a program, library or module that lets us work with video files or image sequences with algorithms. And we need to have a high degree of precision for quality control and color management. We need the color spaces, bit depth, and all aspects to stay intact throughout the workflow. The process might look something like: 12bit ap4x qt file > python algorithm > 16 bit DPX sequence We're pretty open, as long as the workflow sustains quality and doesn't do any unwanted transformations. We've looked at OpenImageIO, VapourSynth, OCIO, Scikit - these might be good options, but we need someone to help us put it all together, and figure out how to work with it. Other options are very welcome as well. Besides finding the right software/workflow, we need some help writing the code for these tools. These tools are mostly about finding and selecting different values of an image and changing them to new values based on supplied information or information of adjacent pixel values or perhaps random generations. Adding gradients, and mathematical transformations for 2D images. Image manipulation for live-action footage. Hope to hear from you!
