Restrict Admin Access to Microsoft Office Documents using Azure Information Protection

I need expert who has done this before. We have SharePoint On-premise environment, and we want to use Azure Information Protection AIP to protect specific libraries and documents so only specific users can access and work with them, WITHOUT allowing admins and site collection administrators from being able to open these files. We tried using Information Right Management in Sharepoint, but this doesn't prevent admins from opening the documents. Only experienced candidates should apply, i'm looking for proof this would work (perhaps using POC on the freelancer's own environment), before we can give access.
