Baseball Play/Game recording program and camera

I would like to pay you to create an app on my phone that Recordz 5 minute videos in archives the videos. This 5 minute videos represent one play in a baseball game the goal is to archive all plays in a three hour baseball game, title each play, and title the game. We want to be able to store multiple games within the app. And finally we want a GoPro hardware device camera to be able to be used with your phone/tablet/device in with the app. Lastly it should be easy to upload the videos to your computer so that a final edits can be made in Final Cut Pro or Adobe Premiere.
I want this App to run on Microsoft Azure so that the application can later integrate with a website and have Active directory.
This application means a lot of money to a family and we knows how to sell it plus NEED.
I will find the money and pay what ever cost is need for the build. However, Im looking for the job to be done right and THe coding pieces Explained in detail so i can learn how to code.
I will price check with other offers and pick the person who will work with my needs the best.
