I've been developing Windows applications for 5+ years now. I've expertise in developing Windows apps using React and Node.js which is ideal for your project requirement. Your control PC/laptop will be running a Node.js server which will command each client PC to start/stop based on the time slot allocated to them from the server depending on their IP address on the network.
