Small Perl script to extract a chunk of text

I have been using the Perl line:

perl -e 'while (<>){print if (/^START/../^END/);}' [login to view URL]

to extract a chuck of text in between START and END in a text file and write it to standard output. I would like to improve on this a bit and write a script that would write TWO files -- one with the extracted lines and one that will be the original file MINUS the extracted line.

The command line should then take 3 files as in:

extract -orig [login to view URL] -new [login to view URL] --extracted [login to view URL]

where [login to view URL] will be the same as the original minus the extracted lines and [login to view URL] will contain the extracted lines (in between START and END).
