MacOS Swift application with two windows to send and recieve UDP data

Brief overview: A swimming scoreboard system that takes data from the swimming timing system and displays it on screen.
I am looking to have the basic framework of an application developed that takes in UDP data from a swimming scoring system and displays on a user interface for scoreboard type applications for a community swimming club. This is an early proof of concept application.
Technical Notes: The application should be written in Swift 4 targetted to MacOS, not using storyboards.
Image assets should be loaded from the local drive (eg: /documents/sensors/images/[login to view URL]) not stored as assets/resources in the application.
Main Output window will typically be displayed on a 1920*1080 resolution display.
All graphics overlays (clock, swimmers list, lower thirds) should animate in onscreen (a sample of how this should look is attached).
The ability to be able to show live video from a webcam under the graphics overlays is also required.
A detailed breif is also attached detailing the UDP data structure and how the elements should appear, along with GUI mockups. Test graphics assets are also supplied.
