To answer your question in this forum is difficult, but here you go. UX is the key element to make any project successful, except it the end user will not feel using it. The TPM is to mentor the tech team and all aspects as you have listed above, plus play PMO role. Added to project management, I contributed in several software projects playing additional roles (development, testing, & documentation). UX: is the user interface and it must be user-friendly to make the application browsing easy enough for the user to reach his different aims. Technical Project Manager: His aim is to let the developers focus on the project and remove any obstacles from their way and complete the project within the time frame and the budget.
