For My Uber Passengers

I'm looking to add a tablet to my Uber car that I can have my passengers use to play music, games, or videos while on a trip. I want to have something like a "Welcome" video that's maybe a minute or two long that I can have set up to play when they get in. In the video will be very simple things like a greeting, asking to wear the seat Belts, giving them the availability to choose they own music or videos, or choose games. It doesn't need to be very involved -- just simple animations of text on a white background. I'm not looking to spend a fortune on this, but considering the low difficulty level involved, I can't imagine this would be a very time-consuming project for anyone who knows what they're doing.
