74766 Need simple template design

Hi - I just need a nice, clean, original template for a small site for The Greater Buffalo Crimestoppers. I'm doing this project pro bono, so I'm sorry I can't pay more -- it's coming out of my own pocket. They don't really know what they want yet, so I'm looking for an adaptable one-page template with maybe some images of the city of Buffalo or crime/police related images. I'd like the template in either layered PSD, AI, or PNG (Fireworks) plus the html version. Thanks! As I find out more details, I can post more relevant information.
