Build Instagram tool for me

I need a freelancer to develop Instagram tool for me. App should help users to identify and reach targeted group and make it easier to engage with them. Users option: 1. Free registration 2. Adding Instagram profile (signing up) 3. Define targeting group by hash tags and location - Two fields: Location(s) and Hash tag(s) After that app should find all relevant images and instagram users and shows it in two tabs: 1st tab is Images, 2nd tab is Users. Users have to have option to like or comment in "Images" tab and to follow users in "Users" tab. That`s it. So I don`t want automation bot which likes/comments/follows on Instagram. I want just tool which finds relevant content and profiles based on my targeting (hash tags and locations). Users have to be able to comment, like or follow by their own, manually. So, I need whole website with registration and payment forms. I don`t have problem with using templates and plugins for this part because I know how much time and money it can save. Please don`t waste my time if you don`t know how to do this. We`ll create milestones of course.
