Configure Byte-Range request for a .webm video on a WordPress site

Hello,
I have a WordPress site that has a 10MB .webm video. The problem is the video takes a lot to load for users, this is because the whole video needs to be downloaded first before it gets displayed to the user. My idea is to use the Byte-Range feature (See: [login to view URL]) so the browser asks the initial 5MB first, display it and in background download the last part of the file.
Only people familiar with this method will be interviewed, if you dont know how to do this, please do not bid.
