Setup Table Rate or Weight Based Shipping on WooCommerce Website

The requirement is ONLY to install and configure a shipping plugin (free/paid) and guide us where to add data which will allow us to: - Define shipping zones (US and its states and other international locations) - Add a flat rate or minimum shipping charge. - Add shipping cost based on weight or height-width or quantity - Should be able to add variable cost for different locations/zones. i.e. the same product cost for Texas could be different from Utah. - Must be able to add sales tax for specific locations. We're considering 'Table Rate Shipping' or 'Weight Based Shipping' or any other 'Custom WooCommerce' Plugin to do the job. We're happy to buy the plugin one-time and not on yearly subscription.
