Client has ZenCart design we made.
Client wants the following done to be on ALL pages and work on ALL browsers, the site works on all browsers right now, including IE this needs to be the case with the new tweak.
I'm going to show you a demo the client wants to do; this is not their site just an example of the menu idea:

If you scroll down see how the orange breaking news thing and the menu comes down. They want that.
The orange thing will be added to the site but text will be aligned to the right that will say "Find out why we are the best!" which is on rollover underlined, when it's clicked it goes to a page we need put up; we have the text.
The color orange will be different color; which I will give you; need it to look good.
We need the page also added to the permalink at the footer.
