The logo was requested to be supplied in vector format, which was agreed prior to awarding the contest. Unfortunately, the freelancer (after over a week) was unable to supply this so we had the logo commissioned elsewhere in that time. He did eventually produce something which was semi-usable, which is why we still paid the freelancer (the project was also guaranteed).
